As with any other Descendant or an Ultimate weapon, you can research Ultimate Blair at Anais using the following materials: Ultimate Blair Enhanced Cells, Ultimate Blair Stabilizer, Ultimate Blair Spiral Catalyst, and Ultimate Blair Code.

You must craft these materials first before crafting Ultimate Blair himself. There’s a range of resources for each recipe, including drops from updated Amorphous Materials, world resources that drop from Munitions and Resource Boxes across different zones, and Veildust. Veildust only drops from the Sigma Sector missions. These missions unlock after completing the Into the Storm quest after the main campaign.

Shape stabilizers:

Use Advanced Shape Stabilizers, if available, when opening Amorphous Materials to increase the chances of obtaining an Ultimate Blair part.

Finally, you need Gold and a lot of time, as each part costs 450,000 Gold and takes 16 hours to make. Only after you craft them can you start researching Ultimate Blair for another 900,000 Gold and 36 hours.
